How to restore a paint job?

On my 2000 grand am the paint job went to shit from sitting in the sun. the clear is not pealing, but it's a bit rough and I see silver/bluish tint to it. I never have restored clear coats. So any help would be great.

Unless you can color sand it, and polish it back out, it may need to be resprayed. I don't know any tricks for fixing that problem.

What color is the car originally? You have some pictures cause your description is less than desirable.

I was thinking of sanding it with 1500 and moving to finer grits like 3000.Then using some 3m rubbing compound and final glaze. The car is black, I will try to get some pics next time i'm getting blown in the car

Factory clears are notoriously thin. Very easy to sand through and or burn through with a buffer.

HCP Fixing it

You could try a good car finish cleaner in your wash bucket to start. After try and clay bar a small area to see if that will fix it.

If not then I'd start with 2000 grit in another small area and just work that area by itself to see how it goes. Try 3M Finesse, I think that's what it's called, that is a liquid and go very light on the pressure with the buffer on that small area. Yes, the clear can be thin but a light touch might do the trick.

If still bad or you burn through.........paint it.
